Saudi Arabia's Photovoltaic Policies in 2025, Helping to Accelerate the Advancement of the "Vision 2030"


 

1Saudi Arabia Signs Power Purchase Agreements for 15GW Renewable Energy Projects: On July 13, 2025, the Saudi Power Procurement Company (SPPC) signed power purchase agreements for seven renewable energy projects with a consortium led by the Saudi International Power and Water Company (ACWA Power). The total installed capacity reached 15GW, and the total investment was 31 billion Saudi riyals (about $8.3 billion). Among them, there are five photovoltaic power plants located in Aseer, Medina, Mecca, and Riyadh regions respectively, and the levelized cost of electricity is as low as 1.259 cents/kWh.

 

2Saudi Arabia Introduces the "Regulatory Framework for Self-Use Renewable Energy Generation": In 2023, Saudi Arabia introduced the "Regulatory Framework for Self-Use Renewable Energy Generation", which covers larger-scale photovoltaic systems and forms a complete policy system. Previously, in 2020, Saudi Arabia promulgated the "Regulations on Small Photovoltaic Power Generation Systems", allowing distributed photovoltaic systems of 1 kilowatt to 2 megawatts to be connected to the grid and adopting a net metering mechanism.

 

3Saudi Arabia Plans to Achieve 130GW of New Energy Installed Capacity by 2030: The Saudi government plans to achieve 130GW of new energy installed capacity by 2030, of which 70% will be led by ACWA Power for development. Up to now, the new projects jointly invested by ACWA Power, Badeel and SAPCO have reached 28.6GW, with an investment of more than $17 billion.

 

4Saudi Energy Ministry Invests 1.9 Trillion Yuan to Support Clean Energy: Under the "Vision 2030" plan, by 2030, 50% of Saudi Arabia's energy will come from new energy, and photovoltaic energy is a major focus. The Saudi Energy Ministry will invest 1 trillion Saudi riyals (about 1.9 trillion yuan in RMB) to support clean energy. On January 3, 2025, the Saudi Power Procurement Company announced the list of qualified bidders for the first batch of Battery Energy Storage System (BESS) projects in Saudi Arabia, with a total project energy storage capacity of 8 GWh.

 

5Saudi Arabia Provides Multiple Preferential Policies for Photovoltaic Factories: Saudi Arabia has introduced detailed rules for increasing subsidies for photovoltaic enterprises in the Middle East's green energy sector, including full exemption from land rent for photovoltaic factories from 2024 to 2028, a subsidy of 0.18 Saudi riyals (about 0.3 yuan in RMB) per kilowatt-hour of electricity, and a reduction of equipment import tariffs to 0%.
